Representative Phillips moved and asked unanimous consent that the             
following be taken up as a Special Order at this time:                         
                                                                               
HOUSE CONCURRENT RESOLUTION NO. 39                                            
Suspending Uniform Rules 47 and 55 of the Alaska State                        
Legislature relating to the carry over of bills to a special session.
